[SOUL] Sign and tag SOUL.md releases as immutable conscience checkpoints #164

Son of Timmy Commandment 3 says the soul should be committed and signed with an immutable tag. We have SOUL.md in source control, but we are not yet producing signed soul checkpoints.

Gap:

  • no signed git tag workflow for SOUL.md releases
  • no explicit conscience checkpoint history
  • no verification ritual for confirming the running soul matches the tagged soul

Deliverables:

  • define how SOUL releases are cut
  • sign at least one soul tag
  • document verification procedure
  • optionally record soul hash in deployment output

Acceptance:

  • signed soul tag exists in repo history
  • release procedure documented
  • verification steps documented and repeatable
