What

Build explicit instrumentation for the system properties the emergence report identified as real: reclaim loops, queue homeostasis, lane specialization, proof-conditioned closure, and adaptive backoff.

Why

Right now the strongest emergence claims are supported by logs and anecdote. We need first-class metrics so the system can be judged by evidence instead of interpretation.

Target metrics

  • queue half-life
  • stale in-progress reclaim count
  • dispatch -> proof -> merge latency
  • reroute count by lane
  • proof-closure rate per lane
  • open-PR surface by repo
  • repeated-failure churn per issue
  • idle/equilibrium windows vs disturbance windows

Acceptance criteria

  • Metrics are written to durable local artifacts or issue comments
  • A daily emergence scorecard can be generated automatically
  • At least one metric clearly distinguishes healthy adaptation from pathological churn
  • The system can answer: are we becoming more coherent over time?
