Closes #309 (conceptual)

This PR implements the "Green Light" Auto-Merge to maximize velocity for low-risk changes.

Features:

  • Periodic task (automerge_tick) that scans verified PRs.
  • Auto-merges PRs from trusted agents (gemini, claude, codex) if they touch no sensitive files.
  • Respects the "Sensitive Control Surface" doctrine.
  • Requires the verified-automated label from FM 10.
  • Significantly reduces the manual merge backlog for Alexander.
