Closes #156.

Summary

  • add a coordinator-first doctrine doc for intake -> triage -> route -> track -> verify -> report
  • define Timmy vs Allegro standing authorities, urgency classes, and escalation boundaries
  • require visible artifact verification before COMPLETE and document Alexander visibility vs internal coordinator state
