Partial progress on #166.

Adds a repo-visible onboarding doc for the current operator comms path:

  • live Nostur relay endpoint
  • present-day authority map
  • how Nostur, Gitea, Telegram, and future Matrix fit together
  • target cutover criteria for Matrix/Conduit
