Closes #160

This PR implements the "Sovereign Audit Trail" as defined in SOUL.md.

Key features:

  • New audit_log helper in tasks.py.
  • Automatic logging of agent starts with metadata.
  • Support for "confidence signaling" (High/Medium/Low) as required by the honesty doctrine.
  • Centralized logging to ~/.timmy/logs/audit.jsonl for auditability and oversight.
