Closes #305 (conceptual)

This PR implements the "Automated PR Quality Gate" to help Alexander be more hands-off.

Features:

  • Periodic task (quality_gate_tick) that scans open PRs.
  • Verifies presence of "Proof" or "Verification" in PR descriptions.
  • Checks for SOUL.md compliance (confidence signaling).
  • Automatically labels PRs as needs-verification or verified-automated.
  • Comments on PRs with an audit summary.
  • Reduces manual review cycles by flagging incomplete work early.
