Closes #306 (conceptual)

This PR implements the "Lazarus Heartbeat" to provide self-healing capabilities for Timmy's core services.

Features:

  • Periodic task (resurrection_tick) that monitors critical services.
  • Automatically restarts services like gitea-event-watcher, gemini-worker, and hermes-gateway if they crash.
  • Logs resurrection attempts to the Sovereign Audit Trail.
  • Reduces manual intervention for service maintenance.
