Closes #307 (conceptual)

This PR implements the "Automated Issue Decomposition" to help Alexander manage large backlogs more efficiently.

Features:

  • Periodic task (decomposition_tick) that identifies EPICs or large task lists.
  • Automatically flags issues with the needs-decomposition label.
  • Comments on issues with a suggestion to split them into atomic tasks.
  • Reduces cognitive load for the operator by highlighting complex work that needs breaking down.
