Closes #311 (conceptual)

This PR implements the "Nexus Bridge" to provide a real-time health feed for the Nexus Watchdog.

Features:

  • Periodic task (nexus_bridge_tick) that generates ~/.timmy/nexus/fleet_health.json.
  • Aggregates backlog counts, active agent status, and recent audit logs.
  • Enables 3D visualization of fleet health within the Nexus HUD.
  • Provides a centralized "Truth Surface" for external monitoring tools.
