[DOCS] Add Evennia world layout and training plan specs #39

Captures the remaining durable local planning artifacts for the Evennia lane so the work is represented in PR history.

Adds:

  • specs/evennia-mind-palace-layout.md
  • specs/evennia-implementation-and-training-plan.md

Why:

  • these docs were created during the Evennia design/implementation work but initially only lived under ~/.timmy/specs/
  • this PR brings them into the repo so the world-layout and training-methodology thinking is reviewable and durable
