docs(AUDIT-A6): seed Lazarus Pit issues #269-#274 with scoping comments

What

Added comprehensive scoping comments (following the #268 KT template) to all six Lazarus Pit issues and reassigned them to Step35 for audit tracking:

  • #269 — Central Credential Registry guide (2573 words)
  • #270 — Wizard House Provisioning KT (2634 words)
  • #271 — Allegro-Primus reference pattern (already complete, documented)
  • #272 — Hermes TurboQuant blocked-on-admin action note
  • #273 — Substrate Runtime blocked-on-admin action note
  • #274 — TurboQuant Llama.cpp blocked-on-admin action note

Each comment includes: Context, Objective, Acceptance Criteria, Definition of Done, Assigned roles, and cross-references.
