Closes #1054

Adds camera/gallery photo evidence to the active Today progress flow. Text and ordered photo blobs are scoped by account and exact item, durably checkpointed, admitted through the existing idempotent authored outbox, and retained across failure/reopen without advancing Today.

Validation: 1,997 passed / 7 skipped; packaged mobile Today E2E passed; rendered 390x844 and 320x568 validation passed with no overflow, all controls >=44px, draft restoration, unchanged Today queue, and no browser errors.
