Closes #1138

  • treats Live Data Status as a durable Today detour
  • owns mobile Back, Escape, backdrop, and explicit Return lifecycle
  • contains focus and makes the obscured dashboard inert
  • preserves single-flight refresh and the 100 KiB core bundle budget

Validation: 2166 passed, 9 skipped; packaged 390x844 Chromium journey verified timer pause/resume, focus wrapping, inert background, 44px controls, Back dismissal, and no horizontal overflow.
