Closes #1146

What changed

  • keeps first-task onboarding account-bound in a compact mobile Today coach after activation
  • completes onboarding only after a successful Today completion/defer path and shows a timed receipt
  • preserves mobile overflow and core bundle budgets, with packaged 390×844 browser coverage
  • consolidates repeated My Work announcements without changing behavior

Verification

  • RED: outcome controller test initially failed because completeOutcome did not exist
  • RED: packaged browser test caught an unbound browser timer invocation
  • pytest tests/ -q: 2172 passed, 9 skipped
  • packaged mobile browser journey: 1 passed
