Observed in PR #1288 Actions run 1555. tests/test_authored_idempotency.py::test_slow_ledger_completion_does_not_block_health_requests[asyncio] failed because health latency was 0.1563s against a 0.15s threshold. The same full suite passed locally (2412 passed, 12 skipped), and the failure is unrelated to the docs-only diff. Acceptance: make the concurrency assertion deterministic under normal runner contention, prove RED/GREEN, and verify the full CI suite.
