Closes #187

Adds bounded per-file diff previews to the assigned pull completion sheet, head-scoped review progress, Next unreviewed navigation, explicit binary/truncated fallbacks, and merge gating until every changed file is acknowledged.

Verification

  • RED: missing diff metadata (KeyError: diff_available)
  • RED: missing head-scoped review controller methods
  • RED: missing rendered mobile review controls
  • GREEN: python3 -m pytest tests/test_pull_api.py tests/test_my_work.py -q (80 passed)
  • Full suite: python3 -m pytest tests/ -q (263 passed)
  • Static checks: git diff --check, python3 -m compileall -q src, node --check frontend/pull-sheet.js
