What changed

expose bounded issue claimability in notification detail
claim directly from the unread-update sheet and preserve the unread conversation
reconcile confirmed ownership into My Work, then offer Add to Today
handle assignment races truthfully and ship the flow in the offline shell

Verification

python3 -m pytest -q — 580 passed
Node syntax checks and git diff --check passed
Playwright rendered checks passed at 390x844 and 320x568 with a >=44px reachable ownership action
