Closes #321

What changed

  • expose bounded issue claimability in notification detail
  • claim directly from the unread-update sheet and preserve the unread conversation
  • reconcile confirmed ownership into My Work, then offer Add to Today
  • handle assignment races truthfully and ship the flow in the offline shell

Verification

  • python3 -m pytest -q — 580 passed
  • Node syntax checks and git diff --check passed
  • Playwright rendered checks passed at 390x844 and 320x568 with a >=44px reachable ownership action
