Closes #409

What changed

  • turns the phone Work dock into a contextual Continue / Resume / Start Today entry
  • reopens an active item without rewriting its checkpoint
  • preserves Attention/My Work fallback and accessible count context
  • ships the new controller in offline shell v66

Verification

  • pytest -q — 784 passed
  • Playwright at 390×844 — 46px target, Start→Continue routing, overlay hiding, and focus restoration passed
