What changed

turns the phone Work dock into a contextual Continue / Resume / Start Today entry
reopens an active item without rewriting its checkpoint
preserves Attention/My Work fallback and accessible count context
ships the new controller in offline shell v66

Verification

pytest -q — 784 passed
Playwright at 390×844 — 46px target, Start→Continue routing, overlay hiding, and focus restoration passed
