Closes #415

What changed

  • add a Queue Today action to available Find cards
  • preserve the active Today session while claiming, planning, syncing, and warming work offline
  • keep the mobile Find sheet open with 44px, 320px-safe actions
  • report assignment/local-sync partial recovery truthfully

Verification

  • RED observed for queue single-flight, planning/sync behavior, mobile wiring, and offline shell cache
  • python3 -m pytest tests/test_assign_and_start.py -q (9 passed)
  • python3 -m pytest tests/ -q (795 passed)
  • node --check on changed JavaScript
