Closes #435

What changed

  • loads bounded Gitea issue dependencies alongside assigned issue detail
  • lists unresolved blockers in the mobile Plan Today preview
  • requires an explicit override for blocked or unknown dependency state
  • removes the bypassing direct Add action for issue candidates
  • advances the offline shell revision

Verification

  • pytest -q — 842 passed
  • Chromium at 320×700 — no horizontal overflow; blocker cards and fixed action exceed 44px touch targets
