Closes #721

Adds a mobile Agenda to Protect Today to capacity-aware Plan Today flow. Urgent overdue/due-today issues are deduplicated and ordered first; displaced existing work is identified before explicit save or save-and-start.

Tests: python3 -m pytest -q (1400 passed).
