Closes #747

What changed

  • starts or resumes an account-bound Updates triage pass from the mobile queue
  • persists stable notification identities and reconciles removed conversations without admitting new arrivals
  • adds progress plus Keep unread & next while preserving reply/read/acknowledge continuation
  • precaches the session controller in the installed PWA shell

Verification

  • RED: python3 -m pytest tests/test_update_triage_session.py -q → 3 failed before implementation
  • focused: 84 passed
  • full suite: 1433 passed in 78.20s
  • JS syntax checks and git diff --check pass
