Closes #799

Adds a mobile Search to Later planning flow that opens the existing return-time picker before assignment, claims only when needed, preserves Search context, syncs Later, and reports recoverable partial assignment.

Validation:

Focused: 320 passed
Full: 1513 passed
Rendered Chromium at 320px and 375px: 44px action, single column, zero horizontal overflow
