Closes #831

Adds touch-first Highlight and Arrow tools to the existing screenshot evidence editor. Annotations use source-image coordinates, flatten into the selected derivative, participate in Undo/Reset, and clip to later crops without disturbing evidence notes or bundle order.

Verification

  • RED observed for missing annotation model/rendering and editor controls
  • RED observed for crop clipping of highlights
  • pytest -q tests/test_issue_evidence_editor.py — 5 passed
  • pytest -q — 1569 passed
  • node --check frontend/issue-evidence-editor.js
  • node --check frontend/dashboard.js
