Closes #953

Adds reusable dictate → transcript review → append/replace/discard controls to commentable mobile Search previews. Voice recovery is scoped to the signed-in account and exact Search result; navigating or closing generation-fences late recognition events. Keyboard replies remain unchanged when speech recognition is unavailable.

Verification

  • python3 -m pytest tests/test_voice_conversation_capture.py tests/test_command_palette.py -q (48 passed)
  • python3 -m pytest tests/ -q (1812 passed, 1 skipped)
  • Rendered Chromium at 320×568, 390×500, and 390×844: all voice actions 44px; no horizontal overflow; draft and transcript review reachable.
