Closes #953

Adds reusable dictate → transcript review → append/replace/discard controls to commentable mobile Search previews. Voice recovery is scoped to the signed-in account and exact Search result; navigating or closing generation-fences late recognition events. Keyboard replies remain unchanged when speech recognition is unavailable.
