Closes #965

Adds a mobile-only sticky rail across the assigned pull request flow: Overview, Conversation, Reply, and Review & merge. Reply focuses the durable composer; Review expands the existing lazy, current-head review workspace.

Validated with strict RED/GREEN coverage, rendered Chromium checks at 320x568 and 390x844, desktop hiding, issue-navigation regression tests, and the full test suite.
