Closes #1006

What changed

  • validate and serialize per-kind section routes for issues, pulls, updates, and requested reviews
  • push explicit rail taps, replace passive scroll changes, and restore Back/reload sections without refetching the item
  • suppress composer focus during route restoration so reload does not open the mobile keyboard

Verification

  • RED observed for route history and each navigation controller before implementation
  • focused mobile route/navigation suite: 17 passed
  • full suite: 1907 passed, 7 skipped
  • git diff --check: clean
