Closes #1018

  • closes Delivery recovery before foregrounding the exact actionable card
  • awaits review, checklist-conflict, and quarantined-copy work under the existing single-flight lock
  • restores the same recovery item with actionable status on failure
  • validates the packaged 390×844 phone handoff and preserves the 99 KiB core budget

Tests: pytest tests/ -q (1920 passed, 7 skipped); packaged Playwright journey (3 passed).
