Closes #1020

Turns Security Center into an Activity → Devices → Passkeys mobile flow with sticky 44px navigation, alert-to-remediation handoffs, bounded Back history, focus restoration, and post-revocation activity refresh.

Validation:

  • pytest -q tests/test_security_center.py tests/test_dashboard_session_frontend.py::test_dashboard_loads_session_boundary_first_and_offers_sign_out (7 passed)
  • pytest -q (1924 passed, 7 skipped)
  • packaged 320×568 and 390×844 Playwright journey (2 passed)
