Closes #1026

What changed

  • adds an explicit account-scoped lock-screen controls opt-in with truthful permission handling
  • keeps one privacy-safe Today running/paused notification synchronized without leaking issue or repository text
  • supports Pause/Resume in an open dashboard and a validated one-shot Today route when the app is closed
  • removes the notification on session end, disable, or private-data purge/sign-out
  • ships the controller in the packaged offline Today bundle and rolls the shell cache

Verification

  • pytest -q — 1947 passed, 7 skipped
  • focused lock-screen/service-worker tests — 71 passed
  • Chromium mobile viewport 390x844 — 44px touch target, no horizontal overflow, checkbox operable
