Closes #1068

Restores an admitted blocker checkpoint and its return time after reload, makes the posted text read-only, and lets an expired planning time be replaced without admitting a second comment.

Validation: 2015 passed, 7 skipped; packaged 390×844 reload recovery journey passed; deterministic release bundle verified.
