Closes #1086

Product slice

  • pause the exact running Today item before Security Center lazy loading
  • keep timing paused across Activity, Devices, and Passkeys navigation
  • show the active item and a touch-safe Return to Today action
  • resume exactly once on Close, browser Back, or Return without touching unrelated detours

Verification

  • python3 -m pytest -q — 2046 passed, 7 skipped
  • focused mobile/security suite — 63 passed
  • verified commit-bound release bundle
  • rendered Chromium 390×844 release journey — passed
