Closes #1102

Product change

• replaces the redundant Open Agenda notification action with Remind in 1 hour
• records a session-bound snooze through the authenticated service worker path
• revalidates a complete assigned-deadline snapshot at expiry and sends only when qualifying deadlines remain
• clears resolved/replanned snoozes and falls back to Agenda when the action cannot be saved
• rolls the offline shell cache so installed phones receive the new worker

Verification

• RED observed for store persistence, expired dispatch, resolved/replanned deadlines, endpoint, notification action, failure fallback, and cache rollout
• focused: 133 passed
• full suite: 2092 passed, 8 skipped
