Closes #1104

What changed

  • exposes active device-bound snooze state and adds a resume endpoint
  • shows the localized resume time in a mobile Agenda banner
  • keeps failed resume attempts visible and retryable, then enters the existing Protect Today flow on success

Verification

  • strict RED/GREEN behavioral tests for API state, device isolation, rendering, success, and failure
  • 2098 passed, 8 skipped
  • deterministic release bundle built and verified
  • Chromium at 320×568 and 390×844: 44px Review now action, no horizontal overflow, resume flow passed
