Adds an explicit, mobile-safe Device Setup step for persistent browser storage. Opening setup only checks status; the Protect action requests persistence and confirms protected, denied, unsupported, or retryable failure states without disabling offline work. The private storage panel reports the same state and the offline shell is rolled atomically.

Validation:

2115 passed, 8 skipped
packaged release mobile journey: 2 passed (320x568, 390x844)
Node syntax checks and git diff check passed
