Closes #1116

Adds a content-addressed, non-blocking script preload for the mandatory mobile workspace while preserving deferred execution and optional service-worker caching. Adds core/workspace gzip budgets and a throttled packaged-browser assertion that the workspace request starts before the core transfer finishes.

Verified locally: 2,122 passed, 8 skipped; packaged Home journey 5 passed; release bundle checksum and manifest verified.
