Closes #1124

Retries one transient mandatory workspace transfer with a cache-busted content-addressed URL, then exposes a single-flight touch-safe retry action that also responds to reconnect without reloading the document.

Validated locally:

  • 2138 passed, 8 skipped
  • packaged mobile Home browser gate: 6 passed
  • deterministic release archive checksum and manifest verification passed
