Closes #1132

Outcome

  • keeps the explicit updates/deadline setup intent after notification permission is denied
  • turns Device Setup into a no-reprompt Check again recovery flow
  • resumes one Push subscription and preserves deadline hour/horizon after permission changes
  • rolls the offline shell cache so devices receive the controller update

Validation

  • RED: four missing-behavior tests failed before implementation; pre-blocked permission regression also failed before its fix
  • focused: 27 passed
  • full: 2159 passed, 9 skipped
  • Chromium 390x844: rendered Check again, browser-settings guidance, 44px action, no page errors
