Closes #1134

Product slice

  • makes the work-readiness sheet a real modal by inerting the app shell while open
  • traps forward and reverse keyboard focus within visible setup controls
  • makes browser Back close Device Setup and restores focus to the launcher
  • preserves pre-existing inert state and Today detour resume behavior

Verification

  • python3 -m pytest tests/ -q — 2161 passed, 9 skipped
  • packaged mobile Chromium CI journey — 19 passed, including 320×568 and 390×844 rendered focus/Back checks
