Closes #1144

Keeps the account-bound mobile onboarding active through partial assignment/creation, resumes with finish-starting guidance, and completes only after Today is checkpointed.

Verified locally: 2,172 unit/integration tests passed; packaged 390×844/320×568 Home journeys passed.
