Closes #1170

Makes the existing two-viewport Tomorrow conflict recovery journey mandatory in the packaged release browser gate. The workflow contract test prevents silent removal.

TDD proof:

  • RED: workflow contract failed because the journey was absent.
  • GREEN: focused contract 6 passed; packaged Tomorrow journey 2 passed; complete suite 2215 passed, 10 skipped; complete packaged browser job 22 passed.
