Closes #1180

Makes the full Week Ahead save durable and account-bound before network delivery, restores pending weeks after reload, flushes single-flight on reconnect/foreground, blocks promotion while pending, and provides touch-safe Keep this phone / Use saved account conflict recovery.

Verification:

  • pytest -q tests/test_week_plan_frontend.py tests/test_week_plan.py — 15 passed
  • pytest -q — 2237 passed, 11 skipped
  • packaged mobile Week Ahead journey at 320×568 and 390×844 — 2 passed
