Closes #1194

Adds a mobile Search → Week Ahead flow with seven-day load/capacity review, required estimates, explicit move/overload handling, single-flight assignment, durable pending sync, and truthful partial-failure recovery.

Verification:

  • python3 -m pytest -q — 2264 passed, 11 skipped
  • Rendered Chromium at 320×568 and 390×844 — 2 passed
  • Core runtime gzip: 102,332 bytes (under 100 KiB limit)
