Closes #1204

What changed

  • restore the account-scoped Today timer immediately when identity becomes ready
  • render it again after Today sync recovery settles
  • preserve the break UI even if recovery coordination rejects

Verification

  • python3 -m pytest tests/ -q — 2277 passed, 11 skipped
  • packaged Today handoff journeys — 3 passed
  • full packaged mobile CI journey set — 30 passed before final rejection-path hardening
