Closes #1222

Delivered

  • makes known Week Ahead issue/pull rows full-width 44px controls
  • delegates to the existing addressable detail route without plan writes
  • keeps the overview mounted beneath detail and restores the originating control after close/Back
  • preserves truthful non-actionable fallback rows

Verification

  • RED: planned-row workflow test failed with 0 controls before implementation
  • python3 -m pytest tests/ -q — 2312 passed, 11 skipped
  • packaged tests/e2e/test_mobile_week_ahead_release.py at 320x568 and 390x844 — 6 passed
  • deterministic archive checksum verified
