Closes #1228

Adds an atomic, idempotent active-Today → Week Ahead rescheduling flow with capacity review and explicit overload confirmation. The mobile dialog preserves the estimate, blocks full/offline destinations, returns focus on cancel, and continues Today after success.

Verification:

  • pytest -q — 2331 passed, 12 skipped
  • exact-commit release bundle verified
  • packaged Playwright journey at 320×568 and 390×844 — 2 passed
